RESUME

Emeline Hassenforder est chercheuse en ingénierie et évaluation des démarches participatives dans le domaine de la gouvernance de l’eau et des territoires. Elle accompagne les décideur.se.s dans leur réflexion sur les stratégies et méthodes à employer pour impliquer les citoyen.ne.s et les autres acteurs dans la prise de décisions relatives à la gestion de l’eau et à l’aménagement du territoire. Dans ce cadre, Emeline a contribué depuis 2012 au développement de COOPLAGE, un ensemble d’outils participatifs complémentaires destinés à répondre aux besoins des acteurs pour accompagner les transitions socio-environnementales. Ses questions de recherche portent notamment sur la participation endo-évaluative (comment évaluer l’impact des démarches participatives tout en minimisant les dispositifs dédiés à l’évaluation), la modélisation comme processus frontière (comment utiliser la modélisation comme support pour structurer les processus de gouvernance territoriale) et l’innovation et l’expérientiel (comment l’émotion, le débat, l’art, l’expérientiel ou le conflit peuvent favoriser l’émergence d’innovations). Emeline travaille actuellement en Tunisie. Elle a une forte expérience à l’international : en Europe (France, Italie, Slovénie, Autriche, Suisse en post-doctorat), en Afrique (Ouganda et Ethiopie en doctorat) et sur les bassins transfrontaliers dans 35 pays. Avant de rejoindre la recherche, Emeline a travaillé à l’OCDE (Programme sur la Gouvernance de l’Eau) et a créé son entreprise de conseil, Oxyo Water.

 

Emeline Hassenforder is a researcher in engineering and evaluation of participatory processes in the field of water and territorial governance. She supports decision-makers in their reflection on the strategies and methods to be used to involve citizens and other stakeholders in decision-making related to water management and land use planning. Since 2012, Emeline has contributed to the development of COOPLAGE, a set of complementary participatory tools designed to meet the needs of stakeholders to support socio-environmental transitions. Her research questions include endo-evaluative participation (how to assess the impact of participatory processes while minimizing methods dedicated to evaluation), modeling as a boundary process (how to use modeling as a support to structure territorial governance processes) and innovation and experiential (how emotion, debate, art, experiential or conflict can foster the emergence of innovations). Emeline is currently working in Tunisia. She has extensive international experience: in Europe (France, Italy, Slovenia, Austria, Switzerland as a post-doc), in Africa (Uganda and Ethiopia as a PhD) and on transboundary basins in 35 countries. Before joining academia, Emeline worked at the OECD (Water Governance Program) and created her consulting company, Oxyo Water.
