Participation, simulation, power. Understand power circulation modalities in Vietnamese irrigation systems - Léo Biré

This thesis looks at Vietnamese irrigation systems through the prism of the "hydro-social cycle" (Budds et al., 2014), i.e. through the way power relations guide the governance modalities of these systems and the way power emerges and circulates within the categories of actors that make them up.

It addresses the theme of power through participatory management of water resources, which has been mandatory in Vietnam since 2004, and which is experiencing contrasting applications in the country. This research project project postulates that the use of computerized serious games with the actors involved in this management (managers and irrigators) would help to initiate dialogue on participatory water management, and would enable the creation of events conducive to the exchange of ideas. the creation of events conducive to the expression of power, otherwise difficult to access. This thesis explores the use of participatory simulations at the interface of several fields of environmental geography including political ecology, Socio-Technical System Theories, and certain logics specific to the critical approach to companion modelling.
