RESUME

Magalie Bourblanc est chercheure en science politique au CIRAD, UMR G-EAU. Spécialiste de l’analyse de politiques publiques et de l’instrumentation technique de l’action publique, ses objets de recherche actuels se situent à l’interface entre environnement et agriculture en particulier autour de problématiques d’adaptation au changement climatique (projet TYPOCLIM) mais aussi autour des questions d’eutrophisation en milieu côtier, continental ou lagunaire (projet GOETHE). En poste auprès du CEEPA (Centre for Environmental Economics & Policy in Africa) puis GovInn (Centre for the Study of Governance Innovation) à l’université de Pretoria de 2010 à 2019, ses travaux de recherche portait sur la gestion de la pénurie d’eau en Afrique australe ainsi que sur la mise en œuvre de réformes de politiques publiques dans un contexte de transition démocratique (redistribution des droits à l’eau ; mise en oeuvre d’un débit environnemental ; gestion décentralisée par bassin versant ; transformation des administrations publiques). En termes de problématiques de recherche, elle s’intéresse aujourd’hui au rôle des savoirs experts au sein de l’action publique, en mobilisant les apports de la Political Ecology, des STS et de la sociologie environnementale.

 

Magalie Bourblanc is a political scientist at CIRAD, UMR G-EAU. A specialist of public policy analysis and of public policy instruments in particular, her current research objects are situated at the crossroad of environmental and agricultural issues, in particular around issues of adaptation to climate change (TYPOCLIM project) as well as around eutrophication issues in coastal, continental & lagoon areas (GOETHE project). Seconded to CEEPA (Centre for Environmental Economics & Policy in Africa) then GovInn (Centre for the Study of Governance Innovation) at the University of Pretoria from 2010 to 2019, her research focused on water scarcity governance in Southern Africa as well as on the implementation of policy reforms in a post-Apartheid context ( water rights re-allocation ; environmental flows ;  water management decentralisation ; restructuring of public administrations). Mobilising insights from Political Ecology, STS and Environmental Sociology, her research interests now focus on the role of expert knowledge within public policies.

 

FORMATION

Magalie is trained in Political Science with a MSocSci from the University of Paris 1 Panthéon-Sorbonne (DEA sociologie politique, 2001) and a PhD from both SciencesPo Paris, France (PhD Political Science, 2007) and the Radboud Universiteit-Nijmegen, The Netherlands (PhD Management Science, 2007). Her doctoral thesis adopted a public policy instrumentation approach to study public programmes dealing with non-point source pollution coming from agriculture: "Politiques de reconquête de la qualité de l’eau face aux pollutions agricoles : changement et stabilité dans les arrangements institutionnels en Côtes-d’Armor et dans le Noord-Brabant" (Silver Medal Award, Académie d'Agriculture de France, 2009; qualifiée au CNU, section 04 et section 19). In the past, she has been Visiting Researcher in the Department of Community and Environmental Sociology, University of Wisconsin-Madison (2005-2006) and Visiting Scholar in Elinor Ostrom's seminar on Political theory and Policy Analysis, University of Indiana-Bloomington (Fall semester 2006). Before joining CIRAD in 2009, Magalie completed a Post-Doc at the French Centre for Scientific Research (CNRS). Based at the Centre Alexandre Koyré-Paris, she worked on the socio-technical construction of indicators to assess the ecological status of water bodies within the European Water Framework Directive.
